Senior Health Management Information System Officer

SUMMARY/OVERVIEW

Our Organization, Equitable Health Access Initiative (EHAI), is an indigenous non-governmental organization fully committed to positively impacting humans by implementing highly innovative programs and projects that enhance positive, healthy, and productive living. We are looking to hire a Senior Health Management Information System Officer to support the development and deployment of EHAI’s Health Management Information System (HMIS) and digitalization using all the software and applications. In addition, you will be expected to support the implementation of the HMIS at the field level through on-site and on-the-job training, ensuring that all training activities are monitored and evaluated and that there is continuous improvement of the programme. You will also be expected to provide technical input to support the configuration, customization, and use of DHIS2 ensuring data from the health programs is accurately captured.

LOCATION:               Lagos

JOB PURPOSE:

The SHMIS Officer leads the digital transformation team of the organization for ongoing data trend analysis and data-driven special projects, under the supervision of the CEO. The position will work with the Head, Strategic Knowledge Management and Training to support all PEPFAR, USAID, Global Fund, or any other project implemented by EHAI.

DUTIES AND RESPONSIBILITIES:

  • Coordinate data collection to monitor performance, ensure timely data compilation and reporting, and lead activities supporting HMIS strengthening. Responsible for monitoring, analyzing, and reporting data from HMIS.
  • Prepare regular and routine reports, analyses, presentations, charts, graphs, and other documents as assigned
  • Oversee the data migration and reconstruction efforts. Design, develop, and implement security procedures related to data input, sharing, and viewing by HMIS participating agencies.
  • Perform data quality checks and monitors for statistical trends or deficiencies.
  • Ensure data review and data use coordination/management (including program and data review meetings)
  • Oversee the digital transformation process in the organization
  • Evaluate, recommend, and incorporate new and emerging data science tools and methods into organizational processes and systems.
  • Participate in relevant in-service programs and other self-directed learning activities, which promote growth in position responsibilities.
  • Oversee the roll-out of harmonized NHMIS tools and supportive processes to states and implementation sites
  • Develop the project’s Patient Level Database System (PLDS) effort, especially the routine update of the client registry and Unified EMR solutions at sites.
  • Provide expertise in strengthening DQA processes and tools and supervise periodic data quality audits.
  • Analyze M&E data monthly, quarterly and annually and flag action areas to EHAI’s project technical work group.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Experience in epidemiology and Health Management Information Systems
  • An ability to run data analysis using simple statistical tools such as SPSS and experience in analyzing complex data, including both quantitative and qualitative data sets.
  • Demonstrated monitoring and evaluation skills.
  • Ability to facilitate and lead training on a variety of M&E and HMIS topics.
  • Energetic and self-motivated with demonstrable analytical skills and strong problem-solving skills, such as assessing the issue and recommending a range of solutions.
  • Excellent oral and written skills, with leadership and teaching capability.
  • Strong interpersonal skills and the ability to manage technical projects with a variety of non-profits and social service agencies.
  • Strong technical aptitude with the ability to learn new skills and software quickly.
  • Strong oral and written communication skills in English, including evidence of quality report writing and presentation.
  • Demonstrated ability to meet deadlines with quality products.
  • Strong organizational and interpersonal skills.
  • Demonstrated analytical and problem-solving skills.
  • Good verbal, listening, writing, and intrapersonal skills are essential for effective interaction among several institutions and staff involved in various activities.

QUALIFICATION AND REQUIREMENTS

  • To be successful, you will have a HND/Bachelor’s degree (minimum of Second Class) in Computer Science, Information Systems, Software Engineering, Data Science Public Health, or any other relevant degree
  • Possession of a master’s degree in Computer Science, MIS, Data Science, and Public Health and having relevant field experience working with management of health facility data will be an added advantage.
  • He/she must have proven working experience in M&E or as an HMIS Officer with a minimum of 3 years of cognate experience.

  • Monitoring & Evaluation (M&E) System – Development of M&E Framework, Work plan, M&E tools, and Reports writing
  • Data Analysis and Visualization: Power BI, Google sheet, Infographics
  • Qualitative & quantitative study, data collection tool design and implementation
  • Data/Database management, Data Quality Assurance (DQA)

OTHER COMPETENCIES

Microsoft Office Suite (Advanced Excel, Excel, Word, and PowerPoint)

  • District Health Information Software (DHIS2), SPSS, NHMIS, LAMIS, NVIVO
  • ICT4D: Computer Assisted personal Interview (CAPI) programming – Open data kit (ODK) and Survey CTO
  • Ability to use google Sheets, build and design forms for surveys using ODK and CTO
