Cervical Cancer and Tampon-Based HPV Screening in Nigeria (CATCH Study)
- Background and Context
Equitable Health Access Initiative (EHAI), with funding support from Grand Challenges Canada, is implementing the Cervical Cancer and Tampon-Based HPV Screening in Nigeria (CATCH Study). The study is being conducted in Lagos State and Nasarawa State with a total sample size of 500 women aged 25–65 years recruited from health facilities and surrounding communities. The study evaluates the acceptability, feasibility, diagnostic performance, and cost-effectiveness of tampon-based self-collection for HPV screening compared with healthcare worker-collected cervical swabs using Real-Time PCR and TruNat Mobile Point-of-Care PCR platforms. As part of donor and protocol requirements, EHAI invites qualified organizations to submit proposals to conduct a comprehensive Cost-Effectiveness Analysis (CEA).
- Objectives of the Assignment
The primary objective of this consultancy is to generate robust, policy-relevant economic evidence on the cost-effectiveness of tampon-based HPV self-sampling compared to standard screening approaches. The analysis will support decision-making by government, donors, and implementing partners regarding the integration of self-sampling into national cervical cancer screening strategies.
- Scope of Work
The selected organisation will conduct a cost-effectiveness analysis from a modified healthcare-system perspective, using a micro-costing methodology. The analysis will be based on primary cost and outcome data from 500 study participants in Lagos and Nasarawa States. The scope includes estimation of direct and indirect costs, calculation of cost per outcome, including cost per Quality-Adjusted Life Year (QALY) gained, sensitivity and uncertainty analyses, and preparation of a comprehensive technical report and policy-oriented summary aligned with the approved CATCH Study protocol.
- Expected Deliverables
Key deliverables include:
- An inception report detailing the analytical approach
- A validated cost dataset
- Draft and final Cost-Effectiveness Analysis reports
- A concise policy brief highlighting key findings and recommendations for scale-up and sustainability.
All deliverables must meet donor reporting and quality standards.
- Duration of Assignment
The assignment is expected to be completed within a maximum period of two (2) months from the date of contract signing.
- Eligibility and Qualification Requirements
Eligible organizations must be legally registered and demonstrate proven experience in health economics, cost-effectiveness analysis, or economic evaluation of public health interventions. Applicants should have prior experience working in low- and middle-income country settings, strong technical capacity in micro-costing and economic modelling, and access to a multidisciplinary team with expertise in health economics, biostatistics, and public health research.
- Proposal Submission Requirements
Interested organizations must submit a complete proposal comprising: (i) a technical proposal detailing methodology and work plan; (ii) a financial proposal; (iii) an organisational profile with evidence of similar assignments completed within the last five years; and (iv) CVs of key personnel proposed for the assignment.
- Evaluation and Selection Criteria
Proposals will be evaluated based on technical merit, demonstrated organisational experience, qualifications of proposed personnel, methodological rigour, and value for money. EHAI reserves the right to shortlist applicants and seek clarifications as necessary.

This RFP is issued in line with donor-funded procurement principles, including transparency, fairness, competition, and accountability. Submission of a proposal does not constitute a commitment to award a contract. EHAI reserves the right to accept or reject any proposal without obligation.
